We have remained silent on this issue, and we see both sides to the argument. Ultimately, we are comfortable with both approaches, but perhaps one way out would be not have some kind of default rule, but instead rely on the existing provisions that deal with replacement of the neutral if there are justifiable doubts as to his or her impartiality.
