Marlene, please see below a draft email to the German prosecutors regarding setting up a call to discuss the Al-Kilani matter. Let me know if you have any edits.
As for whether Ritscher and Barthe are still in the War Crimes Unit, Mr. Ritscher is scheduled to speak at a conference in France tomorrow and his title is still head of the War Crimes
Unit, so I believe he is still there. I could not find anything to confirm that Dr. Barthe is still there after the middle of 2018, but I also didn't find anything to suggest he left. Shoshi can check with our embassy tomorrow to see if they can find out more,
but since we are pretty sure that Ritscher is still there, would you like to just send it out to both of them, with the assumption that at least Ritscher will get it?
Thanks,
Arie
Dear Mr. Ritscher and Dr. Barthe,
I hope all is well with you.
As you may recall, we met in Israel in March 2017 to discuss the incident involving the Al-Kaliani family, as well as the IDF's examination of the incident. You may also recall that
during the meeting we had discussed an appeal that had been filed with Israel's Attorney General, seeking to overturn the Military Advocate General's decision that there was no reasonable suspicion of criminal misconduct, and therefore no grounds to open a
criminal investigation with respect to this matter.
I would like to schedule a call to update you personally on the Attorney General's recent decision in the appeal.
Please suggest a few times this week or next that are convenient for you, and we can coordinate a time to speak.
Warm regards,
Marlene
