I looked into it briefly, it appears the court held that the immunity accorded to international organizations is not absolute (as DC courts have held, and as
sovereign immunity appeared to be in 1945 when the relevant statute was passed) but rather it is equivalent to the immunity afforded to states (which has weakened since 1945 and has commercial activity exceptions, among other exceptions). If this sounds relevant,
