לאחר מחשבה והתייעצות, נראה לנו כי אין טעם שנציגה מטעמנו תיסע לכנס זה. זאת לאור העובדה שאין דרך לדבר על הנושא בלי לדבר על הנושא. ניסינו לחשוב על אופציות של התייחסויות עקיפות ואבסטרקטיות בלבד לסיני, אולם זה לא מסתדר (וגם – הכל יתמוטט בשאלה הראשונה שנישאל).

 

בניגוד למפגשים הקודמים של השותפים ממדינות הים התיכון, אשר עסקו בסחר בבני אדם באופן כללי, ולכן הייתה בהם אפשרות להתמקד בנושאים אחרים ורק לרמוז על סיני (אם בכלל), כאן הנושא המפורש והממוקד של המפגש הוא מחנות עינויים לצורך גביית כופר. כידוע לך, תמיד השתדלתי לכבד את בקשות העמיתים המצרים, אולם הפעם הדבר בלתי אפשרי ולכן האופציות הן או לא להשתתף, או להשתתף וכן לדבר  על הנושא.

כידוע, יתקיים כנס במלטה בחסות אבש"א בנושא הנ"ל.

 

לשאלה של מירב שמואלי (ראי-נא את המייל למטה) בקשר לסוגית סחר בבני אדם בסיני, בן שיחי מהמשלחת המצרית לאבש"א ביקש שלא נעלה את הסוגיה הזו .

 

ראוי להדגיש כי הדינמיקה שנוצרה בין המשלחת הישראלית ליתר המדינות השותפות (מצרים, ירדן, תוניסיה, אלג'יריה ומרוקו) היא להתמקד בנושאים שעשויים לקדם שת"פ אזורי וצעדי בונה אמון

(CBM ) ולא להעלות נושאים בעייתיים. הכול נעשה בקונצנזוס בין המשלחות הנ"ל וברוח טובה. אחרי שלוש שנים של בניית יחסים עם העמיתים הערבים, חשוב לנו מאוד לשמור על הקשרים הקיימים ועל התאום המלא ביננו.

 

ברור שסוגית סיני חשובה מבחינתנו, אך ברצוני לבקש שנענה בחיוב לבקשת בן השיח המצרי.

 

אודה להתייחסותכם בתאום (לשיקולכם) עם מח' מצרים.

אין ספק שהנושא חשוב ושלמומחים מישראל יש מה לתרום (אני יכולה לחשוב על מספר אנשים).

 

עם זאת דבר אחד אינו מובן לי: בכל המפגשים הקודמים של ה- Mediterranean partners, המצרים הביעו התנגדות נחרצת לכך שאזכיר את נושא מחנות העינויים בסיני.

 

האם כאן הם מסכימים שזה יועלה?

 

לא נוכל לדבר על נושא הכנס מבלי לדבר על מחנות העינויים בסיני – מצרים.

"Kidnapping for Ransom: Enhancing the Implementation of the International Legal Framework against Terrorism"

 

which will take place in Malta from 16 to 17 September 2014.

 

Please note that the OSCE is interested in participation of Israel's speakers particularly in Session IV.

Israel's experts are, of course, welcome to contribute with short interventions in other sessions as well.

 

The OSCE Secretariat has the possibility to fund the participation of max 3 experts from Israel.

Please see attached the invitation letter, draft agenda and logistical details for the captioned workshop in Malta 16-17 September 2014.

Once the agenda is translated into French and Arabic I will also send to you.

 

Relevant documents have been distributed this morning through OSCE Conference Services, under

SEC.GAL/93/14 (OSCE/UNODC Mediterranean Regional Counter-Terrorism Expert Workshop, Information Package).

However, I would like to bring to your attention that information package is only for the participants who will NOT be sponsored by the OSCE. Therefore it is not for Israel.

 

On the contrary, the documents here attached are for you, and therefore I would kindly ask you to use these documents instead of those circulated by conference services, so if you like, you can send only these documents attached here to your capital, just to avoid confusions.

 

You will find here the logistical details for the participants of the Mediterranean partners for cooperation. We are ready to finance travel expenses to Malta of THREE experts from Israel, whose profile is according to the professional experience mentioned in the letter of invitation.  

 

I would like to bring to your attention that we are interested in Israel to participate as speaker specially in session 4. This will not be an obstacle for the rest of your experts to contribute with short interventions, in the other sessions, and we encourage them to do so.

 

Your help and support, as last year, will be key in the early identification of the experts who will travel to Malta. We will buy their flight tickets and we will offer a room in Hotel Excelsior.

 

I am available for any other information you may need.
