Attached, please find a PDF document with the Israel narrative for the 2013 TIP report, the recommended action plan, and some background information on the report. Congratulations on the continuation of your Tier 1 ranking. I ask that you refrain from forwarding or publishing any of the embargoed text or commenting on it to the media before the release tomorrow at 1600.

Once the full report is published, I would be happy to discuss the U.S. narrative as well and take on any comments you have on that front.
