לגבי CAHAI הבקשה היא לאתר איש קשר רלוונטי שעובד על זה מהצד שלהם. חשבתי שזה ברור אבל אבהיר.

Israel and Japan have been closely cooperating at UNCITRAL (the UN Commission on International Trade Law), for the past few years. In 2019, this cooperation was further enhanced, as the two countries submitted a joint proposal to the Commission, for UNCITRAL to commence work on the creation of an adapted legal framework for high-tech dispute resolutions. The proposal was accepted, and since then, colleagues from Japan's and Israel's Ministries of Justice have been working hand-in-hand to advance this proposal, with great success. Together with academics and practitioners from both countries, we have been privileged to co-organize and participate in several workshops on this important topic, including one, which was hosted by the Japan Arbitration Association. We look forward to continuing to work with our colleagues from Japan's Ministry of Justice, and are certain that it will lead to cooperation in the additional fields such as digital economy and private international law.

As you may know, CAHAI is the Council of Europe's Ad Hoc Committee on Artificial Intelligence, where both Japan and Israel are observer states. CAHAI is working at a relatively fast pace to create a binding international convention on AI, which would apply both to governments' use of AI, and to the private sector. From Japan's interventions in the meetings about one year ago, it seems that Japan's position is similar to the position of Israel, the US and Canada: we are skeptical with respect to the creation of new rights, and we think it important to be mindful of the need to preserve an innovative environment for industry. As CAHAI is moving forward, we would be grateful for the opportunity to cooperate with Japanese colleagues who participate in CAHAI and other international forums in which AI legal developments are occurring.

 

היפנים ביקשו שנעביר להם בכתב את הנקודות הללו, וביקשו שנבהיר להם בדיוק מה הבקשה שלנו בעניינים אלו.
