Subject: Second Joint OECD/StAR Survey on Asset Recovery Efforts in OECD Countries
Dear Colleagues,
Following on the joint OECD/StAR/UNODC Survey on OECD country performance on commitments under the Accra Agenda for Action regarding Stolen Asset Recovery and Bribery “Tracking Anti-Corruption and Asset Recovery Commitments” link, prepared for the high level forum on Development in Busan, we are pleased to launch the second Asset Recovery survey covering the period 2010 to mid 2012.
Partners meeting in Busan reiterated their commitment to trace, freeze and repatriate stolen assets and fight illicit financial flows. Under Article 33 b in the Busan Partnership agreement, partners agreed to:
Accelerate our individual efforts to combat illicit financial flows by strengthening anti money laundering measures, addressing tax evasion, and strengthening national and international policies, legal frameworks and institutional arrangements for the tracing, freezing and recovery of illegal assets. This includes ensuring enactment and implementation of laws and practices that facilitate effective international co-operation.
Building on the first progress report, this second questionnaire has been re-structured and expanded in order to also measure some policy and institutional issues which facilitate asset recovery. We would be grateful if you could please provide information in the attached questionnaire, covering the period 1 January 2010 up until the most recent date possible, and return the questionnaire to us by Monday 10th December.
