במועצת האסוציאציה ישראל-איחוד אירופי, אשר התקיימה בבריסל ב-22 בפברואר 2011, הוסכם כי תבחנה האפשרויות להרחבת השת''פ במסגרת תכנית הפעולה הקיימת ותתקיימנה שיחות טכניות בין הצדדים לזיהוי תחומי שת''פ פוטנציאלים לעתיד.

בחודש הבא עומד להתקיים מפגש ראשון של שיחות טכניות בין האיחוד האירופי למדינת ישראל בבריסל ב – 11 באפריל. המפגש יתקיים  במטרה לקיים דיון בהצעות לפעילויות ושת''פ פוטנציאלי עתידי המתבסס כאמור על תכנית הפעולה הקיימת.  

בזמנו, עוד ב-2008, לאחר בחינה עם המשרדים הממשלתיים השונים, הוגשה לנציבות הא''א ההצעה הישראלית בתהליך גיבוש תוכנית הפעולה החדשה המשודרגת.

להלן החלק הרלוונטי לעבודתכם והדן בנושא של: Money laundering  financial and economic crime  (כולל ההקדמה לכל החלק של שת"פ בנושאי משפט ופנים).

כיוון שחלף זמן רב מאז נוסחה ההצעה נודה לקבלת התייחסותכם/הערותיכם. אנו מפנים אתכם להתייחס  בעיקר לחלק המודגש.

Co-operation in Justice and Home Affairs

Overall objectives

Enhance co-operation and coordination in Justice and Home Affairs in order to respond to challenges faced by democratic societies

Identify the scope for Israel to participate in relevant EU programmes, EU agencies and EU professional forums, and in this context identify the scope for legislative approximation, where required by the relevant programme

Police and judicial co-operation

Mutual exchange of knowledge and enhancement of mutual co-operation

–    Exchange of technical, operational and strategic information between the EU, EU Member States and Israeli law enforcement authorities, including extradition and mutual legal assistance

–    Promote possibilities and conditions for co-operation and exchange of information with the European Judicial Network in criminal and civil matters

–    Enhance co-operation between Israel and Eurojust, notably by concluding a co-operation agreement as soon as possible.

–        Strengthen bilateral cooperation in the civil and criminal justice area and cooperation on the basis of multilateral conventions, inter alia, by exchange of information and dialogue within relevant EU forums, on the application of relevant international conventions in EU Member States, in particular the relevant Hague Conventions

–    Exchange of information and dialogue concerning civil legal aid

–    Enhance co-operation and exchange of information and knowledge between Israeli agencies and representatives and EUROPOL, notably by concluding as soon as possible a co-operation agreement.

–    Co-operate in training for judges, legal advisors, prosecutors and lawyers

–    Co-operate in the field of police training between Israel and European police academies and colleges, as well as with CEPOL and ATLAS

–    Co-operate on research and development in technical, operational and scientific fields of law enforcement as well as on prevention of violence and crime

–    Explore the possibilities for Israel's participation in EU initiatives in the field of forensic science (ENFSI) and exchange of knowledge and information in this regard

–    Co-operate and exchange information in the field of prison and correctional services
