Dear Smadar,
Here is a proposal for a text to be inserted at the end of Annex Z, which describes discussions on internal affairs and development.
PART III. OTHER DISCUSSIONS ON SECTORAL ISSUES
In addition to the areas for potential future cooperation mentioned above, the two sides discussed in depth other areas for potential cooperation:
· In the field of internal affairs, Israel outlined the following areas for potential cooperation with the EU: on anti-corruption in the UNCAC Implementation Review Group and meetings of the Conference of States Parties; on trafficking in persons for prostitution, forced labor, slavery and trafficking for organ removal; on money laundering, financing of terrorism, financial and economic crime, including issues such as regulation and monitoring of international transfers of non-profit organizations, payments to regions of conflict (including due diligence measures), transparency within the private sector and confiscation, forfeiture and civil recovery; on critical infrastructure protection. The EU stated its availability to discuss, following a case-by-case approach, specific initiatives to be proposed by Israel in any of these areas.
· In the field of development aid cooperation, Israel proposed to establish an on-going development dialogue to discuss and exchange views over current and global development issues and principals. Israel also suggested considering the possibility for initiating, after the EU Financial Framework for the period 2014-2020 is adopted, joint Israel-EU development cooperation projects targeted at third countries and aligned with African-led initiatives (e.g. the Comprehensive Africa Agriculture Development Program / CAADP). The EU stated its readiness to exchange views on the EU’s and IL’s development policies and proposed that Israel considers the possibility of expanding its development cooperation activities to support African-led initiatives (e.g. the CAADP) and, simultaneously, of aligning its development programmes with the development cooperation strategies/programmes of developing partner countries.
