מאוד לוחצים עלי מה-CBC לענות להם על הנייר של סנטה רוזה. התחלתי לנסח תשובה, אבל חסרים לי נתונים אינפורמטיבים שאודה לך אם תוכלי לברר עבורי.

1.      הוא מבקש סיוע בבדיקת המבקרים הפנימיים שמונו לכל אחד מה-Beneficiaries.  ממה שאני מבינה, מבקרי הפנים במוסדות ציבוריים מאושרים ע"י ועדה ברשות מנכ"ל משרד המשפטים. האם תוכלו כמשרד המשפטים לאשר כי המבקרים עברו את הועדה בהצלחה ולעדכן מה משמעות בדיקת הועדה?. לגבי המבקרים שמונו על ידי גופים בלתי מבוקרים, אנו נודיע כי לא נוכל להתייחס אליהם.

2.      הוא שאל אותי האם יש בעיה עם פתיחת חשבון ביורו ל- Beneficiaries, למיטב ידיעתי אין מניעה לעשות כן ואין צורך באישור מראש לכך, האמנם?, הגם לגופים מבוקרים?

I'm sorry for my late response due to an overload of work lately.

First, I would like to inform you that unfortunately I will not be able to attend the meeting on the 19^th, so I would appreciate receiving some information as to its content.

As for your document, generally speaking I would like to emphasis that Israel is very aware and conscious to the need to supervise the program, and will take every reasonable effort, in order to help the EC monitor the expenditure done by the beneficiaries.

Having said so, please notice that Israel did not take direct responsibility on the recovery of the funds, and article 11 to ANNEX refers to the commitment taken by the Israeli government to cooperate with the JMA and the commission, in the recovery procedures conducted by them.

In regards to the rest of your paper, we will of course cooperate. In this regards, here are my comments to your paper:

Auditor -

I would like also to remind you that every audit conducted on Israeli territory, shell be informed in advance to the Department of International Affairs at the state's attorney in the Israeli ministry of justice (article 7.1.5.1 to the special conditions).
