My name is Ira Pinto and I work in the Israeli Ministry of Justice.
Following the invitation for a workshop on "EU Legal Framework and Best Practices in Public Security Management" which will be held in Madrid on 26-27 October
2010, we sent you some time ago, through our PAO from the Ministry of Foreign Affairs, Mr. Oren Bar-El and Mr. Ran Yaakobi, participant forms for two representatives from the Ministry of Justice (Mr. Dan Eldad and Mr. Raz Nizri). Please find attached again,
for your convenience.

Dear friends in the capitals of the negotiating Candidate Countries, of the ENP Countries and Russia,
Dear PAOs,
The European Commission, Directorate General Enlargement (TAIEX Instrument) together with the Spanish Guardia Civil is organising a multi-country seminar for Croatia and Turkey as
well as for the European Neighbourhood Policy Countries and Russia on " EU Legal Framework and Best Practices in Public Security Management
" - on 26-27th October 2010 in Madrid .
The seminar will cover the following issues:
- The threats from terrorism in the XXI century affecting EU and neighbourhood.
- The incidence of organized crime in the EU and the European Neighbourhood Policy area
- The cooperation mechanisms in the area of Freedom, Justice and Security in the EU
- The control of the EU external borders and interconnection with neighbouring countries
- The need for exchange of good practices in combating corruption

The seminar will include presentations by experts from different Member States of the European Union, but particularly experts from the Guardia Civil.
We would like to invite 4 representatives from your countries and we kindly ask you to select these participants from Law Enforcement authorities (Judges, prosecutors, police
forces, customs).
The countries invited to be represented at the seminar are Croatia and Turkey and the following ENP countries: Morocco, Algeria, Tunisia, Egypt, Israel, Lebanon, Armenia, Azerbaijan,
Georgia, Ukraine, Belarus, Moldova and Russia.
We need your help to identify the 4 persons from your country who would benefit from this seminar and who are able to participate.
Please find attached the necessary application form which should be filled in by all participants and sent back to

The visa procedure can be very lengthy. Therefore, the earlier we receive the application forms, the quicker we can send the necessary letters for obtaining a visa.
The TAIEX Instrument - via its external service provider, GTZ -
will organise and finance travel and accommodation for the participants

.
Once we have received the application forms, the participants will be contacted by GTZ concerning their flights and hotels.
Interpretation will be provided into the following languages: English, French, Spanish, Arabic and Russian
