OK then, taking all this into consideration, let's fix the inception mission to Israel for November 30th!!!
Ira, the project is structured around three components: i) Access to justice and legal aid; ii) Resolution of cross-border family conflicts; and iii) Criminal and penitentiary law.
Hence, there will be, among others:
5 meetings for the Working Group on Access to Justice
3 meetings for the Working Group on New Technologies
5 meetings for the Working Group on Cross Border Family Conflicts
3 meetings for the Working Group on Criminal and Prison Law
Hope this information meet your request. In all cases, I would be more than happy to give you more details, if required.
Ok then we keep in touch, of course, for the agenda of the inception visits foreseen.

It seems that your proposal to postpone the mission to November will indeed allow us to organize a broader meeting with the Inception Mission, while next week, even on October 27, it will be less feasible, due to the holidays.
The last week of November (29 or 30) is good for us. The week earlier is not possible, unfortunately.
Please let us know what are the topics of the Project activities and of the Working Groups, so that we can evaluate who would be the appropriate representatives for the meeting with the Mission.

What if we postpone the visit to Israel 2 days, thus till October 27th, which is the proposed date for the Inception Mission to take place in the Palestinian Authorities, for that we should first consult it with them and have their prior approval, so in this case it gives you two days more margin to arrange the mission. Do you think it would be possible, in the fist place, to arrange it so we can have a broader meeting with, of course the NFP, yourself, as well as the relevant representatives in the Ministry of Justice, the Judiciary, etc.??? Or you think it would not be possible, what-so-ever, to do that and in such a case we would have to postpone till November, as you suggested by phone on Tuesday.
Really our priority, Ira, is to have the most complete agenda possible for this mission. This is why if there is no mean to rearrange it for October 27th, we can make it either on November 22, 23, 24, 29 or the 30th, which are the days proposed to make the inception missions to Tunisia and depending on their reply we could arrange it during one of these days, at your convenience.
Please let me know, ASAP, so we take the necessary actions.

It was indeed nice to talk to you! Thank you for your mail and the information regarding the Inception Mission.
Regarding the date of the visit, as I told you on the phone, due to the Jewish holidays (starting tomorrow and until October 23), unfortunately, as we were informed of it only today, we will have no time to organize a meeting with the relevant representatives in the Ministry of Justice, the Judiciary, etc. However, if there is no possibility to postpone the visit, we (Ms. Hila Echerman, the National Focal Point, and myself) will be glad to meet with the Key Experts, and to try to arrange participation of additional relevant representatives of the Ministry.
I will also appreciate a clarification regarding the 3 components and the working groups mentioned in your mail - are we talking about the same 3 topics as in the EuroMed Justice II Project (Access to Justice, Resolution of Cross-Border Family Conflicts and Criminal and Prison Law)?

It was nice talking to you over the phone! Here are some more details concening the Inception missions to take place, please let us know about the feasibility of the proposed date for the Inception Mission to take place in Israel, wich is October 25th
We will organise a visit to each Beneficiary Country during the Inception Phase in order to explain to the competent authorities the general approach of the project and to ask their involvement at the highest level of the Ministry of Justice, as well as the competent Judicial Institutions, so that all of them will understand the importance of their contribution to the Project approach and development, to the whole region as well as for the relationships with the EU and international organisations.
The aim of sucah a mission is to give each South partner country a more detailed introduction to the Project. The content of the meetings would be the presentation of the Consortium created for the implementation of this Project, as well the description of the project, presentation of a tentative calendar for the inaugural conference, the implementation of the activities (Publications, working groups, training sessions, study visits, etc), and detailing the most relevant aspects and details for each activity of the EuroMed Justice III Project.
During these visits, the Key experts of the Project Team will also have the opportunity to get feedback, opinion and comments on the project, which will allow them to better define the approach and contents of the various activities planned during the three-year implementation period.
In addition to that, these inception meetings will allow the Project Team to inform each Beneficiary Country about the future requests to nominate:
- 1 National Focal Point. The profile of this person, position within the Ministry, his/her tasks and Terms of Reference throughout the EuroMed Justice III Project, etc.
- 3 members of the Ministry of Justice to participate in the Opening Conference of the Project to take place in Brussels during the month of February 2012. Each Ministry of Justice from the ENPI South partner countries will receive the detailed description and profile of the selected participants.
- 2 high-level experts who will be members of the 4 Working Groups (3 for each of the 4 Working Groups mentioned above and 8 substitutes in order to guarantee continuity of the work.
We suggest to visti, in order to build the contacts, the following BC institutions:
-The Ministry of Justice
-The main Judicial Authorities that you consider worth visiting for the sake of the Project (Supreme Court, General Council of the Judiciary, etc.)
-The Judicial Training Centre(s), the Bar Association and the main NGOs involved in the 3 before-mentioned Components of the Project.
I will give you a call after lunch time and see it with you, then.
