How are you doing? Hope it’s not too cold in Lisbon!

Ruth forwarded me your email and I would like to address the issues regarding our cooperation vis a vis the EC.

Last November (23/11/11), the Israeli representative at the EU-Israel Sub-Committee on Justice and Legal Matters coordination meeting presented a short update regarding our drug related activities which was very positively received by the Commission, who expressed much enthusiasm and willingness to strengthen cooperation.
In order to "speed" things up, the legal department in the Ministry of Justice (here in Israel) is currently examining alternative routes which will enable cooperation between Israel and the EMCDDA, which would allow us to bypass some of the formal steps currently required.

It was clear to the Commisssion that while we are part of the ENP, they are not expecting us to keep our activities and cooperation at the regional level.

We would appreciate if you would also update us following your meeting with the EC next week.

Regarding the other issues you raised in your email, Keri and Yossi will be in touch with you soon.

Dear Keri,

I am very happy to read your message, I was thinking about you one week ago, and I was planning to send you an e-mail, ask for news and provide some recent information.

In short, the different points for info or reaction:
- as far as the GPS indicator is concerned, this is a great news that you have the data, we need now to find how to receive and to store them: indeed, the main database is only with EU MS data, we have different other options that we need to discuss internally with our colleagues, we will come back to you on this asap;
- so far, the best solution is that your statistician contacts Sandrine, who will dispatch and ensure that he will get an appropriate and quick answer;
- we are currently preparing a few new initiatives, including for the countries covered by the European Neighbourhood Partnership, and I can already inform you informally that Israel will be invited for the first time, like all ENP countries, to the first meeting of the Extended Reitox Network, that we will call Reitox Week, that will take place the last week of May, more info about this in a few weeks time, just for you to know and to block the dates (the key idea is that we want to open the Reitox Network to our partner countries, and start develop exchanges at technical and scientific level, at the same time, we still are preparing with our colleagues of the European Commission a first technical cooperation project, as announced already more than one year ago);
- we have an internal coordination meeting with our colleagues from and at the European Commission next week in Brussels, and would like to give them an update about where we are in our relationship with Israel, is there anything that we should/could know that could help us showing that we are going in the right direction? Are there any formal steps taken by your authorities to ask for a formal cooperation with the EMCDDA?
- we are also preparing a first EMCDDA Scientific Seminar with the countries from the ENP Southern Partnership, including of course your country, that will take place in Cyprus in October 2012, we will finalize the project in the coming days, will get the final confirmation from our colleagues from the Commission and will come back to you afterwards.

On a more organisational level, a few changes have occurred last year in my unit: inside the Reitox & International Cooperation unit, we have now an International Cooperation Sector, whose Head of Sector is Mrs Cécile Martel, who is therefore your privileged interlocutor (I remain also fully supportive and involved as before, while trying to be even more efficient), so I would suggest that, when you write to us, you contact Cécile who will dispatch the info internally and will ensure that you get an answer on time.
