We hope this letter finds you well.
We would like to bring to your attention a Memorandum regarding the project on the review of the Egmont Group's needs in regards to information technology (IT). The purpose of this Memorandum is to update you about the current developments regarding the mentioned project.
As you are aware, the Egmont Group's 2018-2021 Strategic Plan calls for implementation of a program for the acquisition of information technology. The Strategic Plan also calls for improvements to the current IT used within the organization. In this regard, in the last quarter of 2018, the Egmont Committee started working on the assessment of the EG technology needs. In March 2019 the HoFIU noted a Memorandum which provided the basis of the Review of the Egmont IT needs project by establishing a specific Steering Group to support the process, providing the initial framework of the project, identifying the need of hiring an external consultant to support the project, and dedicating a preliminary budget for that.
Based on the aforementioned, in April 2019, a call for consultants was posted to the EG public website. The Egmont Group Secretariat received proposals from two IT companies.
The Steering Group analysed the two proposals and recommended the selection of one of them (Capgemini Deutschland GmbH). This proposal was chosen based on its lower price and the fact that the selected company had previous experience in working with FIUs. Therefore, the Steering Group recommended to the Executive Secretary to conclude a contract with the aforementioned company, the ES agreed with the recommendation and negotiations started with the IT Company.
Considering the size of this project, the selected company is proposing a price which exceeds the initial budget and this would require an increase in the funding of the project, as described in details in the Memorandum attached to this email. In addition, the offer of Capgemini is valid until August 31st, 2019 and therefore, the negotiations with the company should be concluded in an expedited manner.
This way moving forward and the Memo were approved both by the Steering Group and the Egmont Committee.
In accordance with the above-mentioned, and based on the short deadline for the negotiations with the selected company, you are kindly asked to approve the attached Memorandum and provide comment, if any, no later than August 20th, 2019.
As usual, no response will be considered as tacit approval.
