***Message on behalf of Mr. Leopoldo Quirós R., BECA Champion, Vice Chair of TATWG***

Dear Head of FIU / Egmont Group member,

I hope you and your colleagues are all well and healthy.

I have the honor to inform you that FIU Brunei Darussalam has been chosen as the Winner of 2020 BECA and INTRAC, Indonesia has being recognized by the World Bank as the Winner of the StAR Initiative in 2020.

This year marks the 10th year of the BECA Competition. Unfortunately, this year, we are unable to have a celebration in person, due to the COVID-19 impact in the world. Despite this, on behalf of the Chair of the Egmont Group, Ms. Hennie VERBEEK-KUSTERS and the Chair of the Technical Assistance and Training Working Group (TATWG), Mr. Bernardo MOTA, I would like to invite you to join us in congratulating the two BECA winners. In this context, all our gratitude to all participant FIUs for bringing great cases, voluntary judges, and to all of you, for your support to the 2020 BECA!

The TATWG, on behalf of the Egmont Group of Financial Intelligence Units, launched the 2020 Best Egmont Case Award (BECA) Competition. As you are aware, there were 24 cases from 19 FIUs entering this competition. The corruption case submitted by FIU Brunei Darussalam and the Embezzlement case submitted by IVE, Guatemala were selected by a panel of 6 Judges as the two Finalists for voting. From July 13th to July 27th, the Secretariat received 52 ballots with 33 votes for FIU Brunei Darussalam and 19 votes for IVE, Guatemala. Base on the voting results, the 2020 BECA goes to FIU Brunei Darussalam. The  case from FIU Brunei Darussalam and the case from IVE, Guatemala will be featured in the 2019-2020 Egmont Group Annual Report and will be posted on the Egmont Group Public Website.

In addition, I would also like to share with you some highlights of the 2020 BECA Competition as follows:

·       Many cases accentuate the central role of the Egmont Group by providing a secure and efficient way of exchanging financial intelligence between FIUs worldwide.

·       Some cases involve cryptocurrencies which echo the theme of the HoFIU Webinars on FinTech with focus on Virtual Assets and Mobile Payment Services in July 2020.

·       The FIUs provided very good and diverse examples of case studies, including topics -from corruption, terrorist financing through trafficking in human beings, as well as BEC or illegal trade in fauna and flora-. Likewise, several cases referred to the typologies developed by the Egmont Group.

Finally, in order to leverage the contributions to the Group’s Money Laundering and Terrorist Financing Case Database for the benefit of all FIUs to share the knowledge, expertise, and successful experiences, the cases entered into the 2020 BECA Competition, are available in the section of BECAs of the TATWG Community in ESW.

Once again, Congratulations to the winners and to all FIU participants and Judges!

Thank you very much and looking forward to your continued support to BECA in the future.

Kind regards,

Leopoldo Quirós R.

BECA Champion, Vice Chair of the Technical Assistance and Training Working Group
