Dear Heads of Egmont Group FIUs,

Thank you for your prompt responses to my communication below regarding the use of the emergency powers.

Based on your positive feedback and support, I can confirm that there is HoFIU consensus on the decision and approach taken. In coordination with the Ais and Pacific Regional Representatives, the Egmont Committee and the EG Vice Chairs, we will continue to monitor closely the situation of FINTRACA-FIU Afghanistan and make further recommendations for your consideration, as necessary.    

Also, our organization is receiving questions from reporters on the measures taken by the Egmont Group vis-à-vis FINTRACA-FIU Afghanistan. To protect the credibility of the organization, the Egmont Committee has agreed that the very succinct statement below would be posted on the Egmont Group public website:

“Taking into consideration the situation in Afghanistan, the Egmont Group disconnected the Financial Transactions and Reports Analysis Center of Afghanistan (FinTRACA) from the Egmont Secure Web (ESW) on Sunday, August 15th, 2021. The Egmont Group stands in solidarity with our colleagues at FinTRACA and hopes that they and their families are safe.”

Dear Heads of FIUs,

I hope this message finds you well.

I’m very sorry and very sad to have to send to you this message. I’m sure we have all been following the news on what’s happening in Afghanistan. The latest news is that the President of Afghanistan has left the country and that the Taliban have taken control over Kabul. The current situation regarding the government of Afghanistan is unclear and might pose a threat to the EG, because this might lead to unauthorized access to the ESW.

In line with the provisions of section 6.2-B of the EG Charter and in consultation with the Egmont Committee, I have exercised the emergency powers and have requested FINCEN to disconnect FinTRACA - FIU Afghanistan from the ESW. On August 15, I received confirmation from FINCEN that the FIU of Afghanistan has been disconnected from the ESW.

In line with the above mentioned provisions of the EG Charter, I would appreciate to receive your confirmation of the exercise of this emergency power by no later than Tuesday, August 24, COB.
