Dear HoFIU,

Last 2 August 2018 FIU Macao informed the Egmont Group Secretariat about upcoming changes to be implemented in 2 phases:

Phase 1: Move FIU Macao from the Secretary of Economy and Finance to the Secretary of Security. This change has become effective last 18 October, in accordance with the Chief Executive Ruling No. 246/2018.
Phase 2: FIU Macao will be transformed into a permanent entity that will be incorporated into the Macao SAR Government structure. The details of the changes are still under discussion within the competent authorities, and FIU Macao will keep the Egmont Group posted on any updates.

Taking into consideration what is stipulated in the Addendum to the Membership Procedure, the review of the already implemented Phase 1 required the work of an EC Sub-Committee formed by:

Chair of the EC
Chair of the MSCWG
Regional Representatives (in this case, Asia and Pacific)

After reviewing the new Chief Executive Ruling No. 246/2018, compared with the previous Chief Executive Ruling No. 227/2006, the EC Sub-Committee concluded that there are no fundamental changes in this Phase 1 that may affect the membership of FIU Macao and its connection to the ESW.

The above-mentioned decision has been taken in accordance with Addendum to the “Egmont Group Membership Procedure” as read with the “Egmont Group Support and Compliance Process”. We will wait for further information regarding Phase 2 in order to proceed accordingly.
