Dear Members of Europe II Regional Group,
I hope this message find you well and safe.
As per the communication below, you were invited to present views and any potential concerns or objections to the selection of Ms. Astghik Karamanukyan, the Deputy Head of the Financial Monitoring Center of the Central Bank of Armenia (FMC) for the position of the Egmont Group Europe II Regional Representative. This step is required by paragraph 16 of the Voting Rules for the Selection of Regional Representatives (attached) as a prerequisite for consensus building.
During the interval for comments, 2 members (FIU Azerbaijan and FIU Turkey) expressed concerns about the nominee of FIU Armenia fulfilling her role as Regional Representative in line with the Egmont Group Charter, and requested that their position be considered as a substantiated objection in the consensus building process. The position of FIU Azerbaijan and FIU Turkey have been shared for your consideration.
Given that some substantiated objections were raised, in accordance with the provisions of para 18-19 of the Voting Rules I hereby conclude that there is no consensus for the selection of Ms. Astghik Karamanukyan as Regional Representative for Europe II and an election process by secret ballot will take place as per the Voting Rules. As FIU Armenia has not been included in this communication, I will also inform them about this outcome.
Consistent with para. 22 of the Voting Rules, please find attached the ballot to be used for casting your vote. You may notice that its content as stipulated in para. 24 has been adapted to the fact that this selection process has only one candidate. If there is any concern regarding the content of the ballot, please flag it via ESW to the general mail box secretariat@egmont.org, or – in case of difficult access to ESW due to the pandemic - via open email to general mail box mail@egmontsecretariat.org, before Friday, October 9th (COB Ottawa time).
Only one vote per regional member is accepted. FIU Armenia will also be provided with one ballot (para 25). To cast your vote, please include the sign “X” in the “YES” or “NO” box on the ballot:
Please submit only one vote per FIU to me either via ESW at Jerome.beaumont@egmont.org or – in case of difficult access to ESW due to the pandemic - via open email to Jerome.Beaumont@egmontsecretariat.org
All votes must be sent on Tuesday, October 13th and Wednesday, October 14th. After Wednesday the ballots will be counted and the result announced.
If the result of the ballot is in favor of the selection of Ms. Astghik Karamanukyan as Regional Representative for Europe II, her nomination will be presented to the Egmont Committee for endorsement. If the result of the ballot is against the selection of Ms. Astghik Karamanukyan as Regional Representative for Europe II, a new selection process will be launched.

As per the communication below, last Friday was the deadline for your views and any potential concerns or objections regarding Ms. Astghik Karamanukyan’s, the Deputy Head of the Financial Monitoring Center of the Central Bank of Armenia (FMC), nomination for the position of Regional Representative for Europe II Regional Group.
So far we have received 2 expressions of support for the nomination (FIU Andorra and FIU Ukraine) and 2 concerns/objections from FIU Azerbaijan and FIU Turkey (please see attachments).
In order for the EGS to determine the consensus as required by paragraph 16 of the Voting Rules for the election of Regional Representatives, we highly appreciate your further comments before Friday, September 25, COB Ottawa time. As required by paragraph 16 of the Voting Rules for the election of Regional Representatives, FIU Armenia has been excluded from this communication.

We hope this message finds you well.
As you are already aware, the Europe II Regional Group is in the process of selecting one new Regional Representative, due to the vacancy created by the departure of Mr. Daniel Thelesklaf from his position in FIU Switzerland (MROS). The newly selected Regional Representative of the Europe II Regional Group will have a two-year term (in accordance with the Egmont Charter - Section 6.5-C), until the Egmont Group Plenary in July 2022.
Consistent with the Voting Rules for the Election of Regional Representatives (hereinafter the Procedure), the Executive Secretary launched a call for nominations on July 13th (attached) allowing members in the regional group six weeks to submit written nominations (para 8 of the Procedure).
During the interval, one nomination was received from FIU Armenia, nominating Ms. Astghik Karamanukyan, the Deputy Head of the Financial Monitoring Center of the Central Bank of Armenia (FMC) for the position of the Egmont Group Europe II Regional Representative (attached). To enable members within the Europe II Regional Group to make an informed decision (para 15 of the Procedure) a video presentation of Ms. Astghik Karamanukyan, outlining how she intends to serve as Regional Representative and what she can bring to the role, is attached.
According with The Procedures (para 16), the members of the regional group should strive to reach consensus on the selection of the Regional Representative (i.e. consensus is the rule). For this purpose, your views and any potential concerns or objections regarding Ms. Astghik Karamanukyan’s nomination are welcomed before Friday, September 18 (COB Ottawa time). As usual, non-responses will be interpreted as tacit agreement with the selection of Ms. Astghik Karamanukyan’s as Regional Representative for Europe II Regional Group.
If, based on the reactions received, the Executive Secretary concludes that the members of the Europe II Regional Group reached consensus on the selection of Ms. Astghik Karamanukyan as Regional Representative then the Egmont Group Secretariat will ensure that the name of the newly selected Regional Representative FIU representatives is submitted to the Egmont Committee for endorsement (para 17 of The Procedure).
