Dear Heads of FIU,

I trust you are well.

Following a request put forward by the Egmont Committee in August 2018 (Liechtenstein), PPWG tasked a Project Team to:

  • Report on the problems with the current implementation of Procedural Trigger 4: Limited Statistical Review of the Support and Compliance Process (SCP);
  • Report on the interconnection and inconsistencies between this trigger and the SCP Procedural Trigger 3: Mutual Evaluation Report Relevant Ratings and SCP Procedural Trigger 5: Special Corporate Procedure; and
  • Put forward proposals for amending SCP Procedural Trigger 4 to address the problems identified in order to ensure this mechanism achieves its main goal of identifying Members experiencing problems in the timely exchange of relevant information.

A full report from the Project Team, adopted by PPWG and considered by the Egmont Committee, was posted for discussion and endorsement during the last HoFIU meeting in The Hague. However, due to time constraints, the HoFIU decided to deal with this topic through out-of-session endorsement. Hence, PPWG is forwarding the attached documents to seek your out-of-session endorsement of the recommendations included in the report of the PPWG Project Team that looked into the SCP Procedural Trigger 4.

Please submit any comments regarding the report to the Egmont Group Secretariat by replying to this email (sorin.gabor@egmont.org) before Monday, August 5th, 2019. Consistent with usual practice, non-responses will be interpreted as tacit approval of the recommendations.
