Dear IEWG members,
I hope you are well and healthy!
I would like to thank you all not only for your constant support and cooperation, but also for joining the IEWG virtual meeting on July 6th, 2020.
As agreed during this event, due to the extraordinary circumstances around the COVID-19 outbreak, which canceled our physical meeting, shortened our agenda and the ability to extensively discuss the deliverables produced within three of the IEWG ongoing projects, you were given with some extra time after the virtual meeting to provide in writing any comments that you may have.
Within the deadline for comments – July 20th, we received one additional input to the Case Book prepared within the IEWG “Conclusions from Large Scale, Cross-border ML schemes” project. This input includes a case submission from AUSTRAC regarding professional financial controller moving funds for criminal and terrorist organizations. The case is consistent with the other typologies included in the document. Therefore, it can be considered that this amendment of the Case Book does not change significantly the composition, or the analysis included in the Case Book.
In addition, some editorial comments were received regarding the “ML of Serious Tax Crimes: Enhancing FIUs’ Detection Capacities and Fostering Information Exchange” project, which will be addressed by the project team.
The above-mentioned leads me to the conclusion that there is a consensus in the group that all deliverables drafted within the three projects are approved. Hence, they will now be sent for their final endorsement by the HoFIU (in accordance with the contingency planning approved by the HoFIU).
As agreed by IEWG these deliverables are:
• The Case Book prepared within Work Stream III of the IEWG “Conclusions from Large Scale, Cross-border ML schemes” project – the HoFIU will be given with 4 weeks to provide their out-of-session endorsement
• The report and the public bulletin drafted within the IEWG “ML of Serious Tax Crimes: Enhancing FIUs’ Detection Capacities and Fostering Information Exchange” project – the HoFIU will be given with 4 weeks to provide their out-of-session endorsement, and
• The report and the public bulletin drafted IEWG “Combating Online Child Sexual Abuse and Exploitation: Analysis and Application of Financial Intelligence” project – due to the specific circumstances and the increased threat justified by the COVID-19 outbreak, the HoFIU will be given with 2 weeks to provide their out-of-session endorsement.
