Dear Heads of FIU,

As you know, the ECOFEL is funded through three funding agreements with the FCDO (UK), the Swiss State Secretariat for Economic Affairs (SECO) and the United States’ Bureau of International Narcotics and Law Enforcement Affairs (INL). 

Due to various factors within their jurisdiction, the FCDO (UK), who generously supported ECOFEL activities since its inception, has substantially reduced their funding and officially informed us that they would no longer fund the ECOFEL as of March 31st, 2021. The official communication is attached for your information.  If you have any comments, please provide them to me by April 5th.

Please be mindful that the funding agreements for the current donors will end on:                                     

SECO  November 30th, 2022

INL      September 30th, 2022

With this, the ECOFEL is now actively seeking new donors to contribute to sustaining its successful programming. We are delighted that the authorities of the Principality of Monaco have committed to contribute to our work. I believe that this situation opens the door for other FIUs to impact the ECOFEL offerings,  Connecting  your national development agencies and authorities with the Egmont Group and the ECOFEL would provide us with the opportunity to explain the benefits the ECOFEL brought to the AML/CFT community and the advantages that supporting this program could entail.

Since its launching in 2018, the ECOFEL has been able to earn a proven track record for delivering innovative, high-quality capacity and technical assistance programs to FIUs. The ECOFEL is also recognized for developing innovative tools that leverage technology to communicate capacity-building products to the Egmont Group’s network. The ECOFEL has developed several initiatives to promote excellence and leadership to the FIU community worldwide. Among its many deliverables, like the mentorship and targeted assistance programs, the eLearning platform and the creation of specialized training programs such as the Advanced Strategic Analysis Course (ASAC), the ECOFEL provides FIUs with the tools and support required to integrate best practices into their operations. Moreover, the ECOFEL’s eLearning platform has contributed to all program outcomes and is a centralized hub for FIU training and information sharing. With more than 2600 registered users, including 155 FIUs, the platform helps all FIU staff improve their skills and knowledge while staying up to date on emerging issues affecting FIUs. We are incredibly proud to announce that before the end of March, the ECOFEL will launch its eighth eLearning course.

Each ECOFEL donor has the flexibility to coordinate with their national authorities on how they would like to support the activities of the ECOFEL. Donors provide valuable inputs in the shaping of the future ECOFEL Workplans. As the ECOFEL’s products are circulated globally and branded with donor logos/national flags, supporting the ECOFEL would enhance your jurisdiction’s international recognition and visibility all while reinforcing its strong support, engagement, and commitment to AML/CFT principles.
