We are delighted to invite you to the Regional Government & Civil Society Forum: “Non-profit organizations and risk assessment - engagement and lessons learned for effective implementation” co-organized by the Financial Intelligence Office of the Finance Ministry of the Republic of North Macedonia, European Center for Not-for-Profit Law and the organization Konekt.
The Forum will be held on Thursday, June 10, 2021, 10.00-12.00 CET.
It will showcase good practice examples in conducting highly effective and collaborative risk assessment and lessons learned from engaging with the non profit and banking sector during and after the process. Please see attached the draft agenda.

Dear colleagues,
The fight against terrorist financing is a key factor in effectively addressing security risks nationally and internationally. This activity requires timely implementation of a series of measures of both preventive and repressive nature by various institutions and entities at national, regional and international level. A special segment in the implementation of measures to prevent terrorism financing are the measures to protect the non-profit sector from its abuse for the purposes of terrorist financing.
As a country, we implement FATF standards, and in the field of protection of NPOs from their abuse for the FT purposes we managed to conduct the FT Risk Assessment for NPOs, to detect weaknesses and to anticipate measures for their overcoming. Namely, this assessment was made by a working group formed by representatives of state bodies responsible for the establishment, registration, operation and monitoring of NPOs, coordinated by the Financial Intelligence Unit, as well as by NPO representatives, coordinated by Konekt. The analysis is presented in a report, which consists of two parts, Assessment of FT threats to NPOs in the Republic of Northern Macedonia and Assessment of mitigating measures (with a list of recommended measures that will contribute to adequate management and reduction of the risk of terrorist financing and protection against possible abuses of NPOs that are incorporated in the National Strategy for Combating Money Laundering and Terrorist Financing).
The established cooperation with the NGO sector - Konekt and the European Centre for Not-For-Profit Law (ECNL) resulted in the joint organization and implementation of the initiative for holding a regional event with the working title : “Non profit organizations and risk assessment - engagement and lessons learned for effective implementation” which will be held on June 10, 2021 from 10 to 12. Its participants would be representatives of the Units for financial intelligence from the region, representatives of the banking sector, non-profit organizations.

We are pleased to invite you to the virtual regional sharing event “Non profit organizations and risk assessment - engagement and lessons learned for effective implementation”, organized by the Government of the Republic of North Macedonia in cooperation with the Association KONEKT and the European Center for Not-For-Profit Law Stichting (ECNL).
Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) processes have a significant impact on the non profit sector at the national level, but also require multiple resources and expertise from the governments to ensure adequate risk-based implementation of the international standards, without hampering legitimate non profit activities.
Assessing the risk of terrorism financing and money laundering in the non profit sector is one of the key steps in ensuring adequate compliance with the international standards. This event will showcase good practice examples in conducting highly effective and collaborative risk assessment and lessons learned from engaging with the non profit and banking sector during and after the process. It will also discuss benefits of streamlined and continuous engagement with the non profit sector and provide guidance for further actions.
The event will convene participants from Moneyval, government representatives, non profit organizations and banks from Europe II countries. Detailed agenda and invitation details will follow within the next 10 days – in the meantime, please save the date!
