** Message sent on behalf of the Succession Planning Subgroup (SPS)**

Dear Egmont Committee and HoFIU,

We trust you are well.

As you may recall, in Sydney (September 2018), the Egmont HoFIU:
  • adopted a new Succession Planning Model for the Egmont Group (EG), which entails the creation of two new positions of EG Vice-Chairs;
  • agreed on the limited amendments to the EG Charter to reflect this new Succession Planning Model;
  • agreed on a set of the revisions to the Terms of Reference and Selection Procedure of the Chair of the EG, to address a series of shortfalls in the procedures and enhance transparency and fundamental fairness; and
  • decided that the Terms of Reference and the Selection Procedure of the Vice-Chairs of the EG would be similar to those for the selection of the EG Chair.
These decisions were the outcome of constructive discussions between the HoFIU, which led to consensus building on this important topics.

Also, a series of comments were raised during that meeting, indicating to the SPS that minor tweaks to the text adopted by the HoFIU may provide more clarity to this complex procedures. Consequently, following the Sydney Plenary, the SPS:
  • Clarified the roles of the EG Vice-Chairs in section 6.2 of the EG Charter;
  • Clarified the text describing the role and the advisory process, run by the Advisory Panel, for the selection of the EG Chair;
  • Clarified the text describing the HoFIU deliberation process for selecting the EG Chair; and
  • Developed a diagram for an easier understanding of the deliberation process by the HoFIU.
Please find attached a MEMO presenting for your reference the final text of the revised EG Charter and Terms of Reference and Selection Procedure of the Chair of the Egmont Group, following the decisions made in Sydney. Both documents will be soon made available in the ESW Home Community.

Also, please note that the SPS is currently developing the Terms of Reference and Selection Procedure of the Vice Chairs of the Egmont Group. This procedure will be similar to the one for the selection of the EG Chair and, as decided, in Sydney will be presented for the HoFIU consideration and approval, after the EG meetings in Jakarta.

The SPS takes this opportunity to thank the Egmont Committee and all the HoFIU for their constant support and valuable contributions to this work!

Best regards,

The Succession Planning Subgroup
(FinCEN, FIU Argentina and FIU Turks and Caicos)
