Dear colleagues,

 

We hope this email finds you all well.

 

As mentioned in our previous email below, we have coordinated with the Egmont Committee (EC) in identifying contingency planning measures to mitigate the effects of the postponement of Oaxaca Plenary. We are happy to report on the EC and EGS’s commitment to our organization continuing its operations with minimal disruptions and carrying on its important mission despite the challenges brought by the COVID-19 pandemic. We also salute EC’s appetite to show that the EG is open to using new virtual meeting technologies to their advantage. 

 

Based on this coordination and in light of the mandate of the EG Chair to lead the organization on all major issues (EG Charter 6.2-B-1), the EGS was instructed to:

  1. In addition to making documents available for EC out-of-session consideration, prepare for a virtual EC intersessional meeting on May 27 and 28. The virtual meeting’s discussions will pertain to:
    • Outcomes of the IT Review and on possible recommendations to the HoFIU;
    • EC views on the preparations made by EGS for addressing the theme of FinTech with a focus on Virtual Assets;
    • Any topics where EC consensus was not reached through out-of-session approval.

 

  1. Seek HoFIU out-of-session approval/noting of the topics below according to the following timeline:
    • 5 June – EGS starts to post the MEMOs requiring HoFIU approval on the ESW.
    • 5 June to 03 July – HoFIU review the documents and provide comments to the EGS (via the comment section in ESW).
    • 06 July to 10 July - EG Chair in coordination with the EGS analyse the HoFIU feedback and confirm to the HoFIU the topics on which consensus has been reached. For the items where consensus has not been reached, the EG Chair, in coordination with the EG Vice Chairs and the EC, will determine whether a virtual HoFIU meeting is required or whether the matter can be deferred for the next HoFIU in-session discussion.

  1. Assist with arrangements for virtual WGs/RGs meetings during the week July 06th – 09th, as per the request of the WG Chairs or RRs.
  2. Develop operational training webinars/webcasts for all EG membership throughout the week of July 06th – 09th. Topics will be confirmed later. Due to the various time zones of EG membership, webinars will be recorded and posted on the ECOFEL eLearning platform following the live session.
  3. Prepare to address the theme of FinTech with a focus on Virtual Assets through live webinars for the HoFIU during the week of July 06th – 09th. Consistent with its authority to develop the agenda of the HoFIU and Plenary, the full format and content of the webinars will be presented to the EC for consideration during the virtual meeting on May 27/28. The goal of the FinTech July 06th-09th  sessions are to encourage collaboration amongst HoFIUs, so we ask all HoFIU make themselves available to participate in the webinars.

We are living in strange times, a lot of us are trying to adjust to the COVID-19 pandemic which brings tensions, grief and fear to all our societies. We’re trying our best to keep our FIUs running and, at the same time, protect our staff as much as we can.

Given those exceptional circumstances, we have been working on how to handle the situation from an EGS/EG perspective. Please find below relevant information regarding:

1.   Keeping the EGS Team safe while ensuring business continuity.

2.   Ensuring continuity of Egmont operational exchanges of information.

3.   Providing Egmont members with training services and products while FIU staff are at home.

4.   Egmont Committee intersessional meeting initially scheduled for May 18 to 19 in Ottawa.

5.    The Egmont Group Plenary initially scheduled for July 6 to 9 in Oaxaca, Mexico.

 

  1. Keeping the EGS Team safe while ensuring business continuity

The EGS has been monitoring the COVID-19 threat since its outbreak in January of this year. The EGS has also been screening the World Health Organization and Public Health Canada advisories. Consistent with those notices and after consulting with FINTRAC, the following measures have been implemented:

    1. A Pandemic Business Continuity Committee has been set up within the EGS.
    2. Enhanced preventive measures have been implemented across the EGS office, in compliance with the recommendations of the Canadian Public Health Authority.
    3. EGS Guidelines regarding COVID-19 and Q&A documents have been drafted and shared with EGS Staff.
    4. All business travel has been postponed until further notice.
    5. A contingency plan for ensuring business continuity, which includes all staff working remotely, has been designed, tested in advance and implemented.
    6. Portfolio back-up plans have been designed, in case the staff becomes incapacitated for personal or family reasons relating to COVID-19.

As of today, all EGS Staff are safe.


  1. Ensuring continuity of Egmont operational exchange of information

To ensure the international cooperation within the EG continues effectively under the current exceptional circumstances, all HoFIU have been invited to communicate to the EGS information on the special measures implemented in response to COVID-19. HoFIU were also asked to designate a Point of Contact authorised to address emergency requests for cooperation during these challenging times.

EGS compiled all data into the COVID-19 Emergency Cooperation POC list which has been posted on the Home Community in the Egmont Secure Web for the use of all member FIUs. The document is marked FIU Use Only and data will be deleted when the measures in response to COVID-19 are lifted or upon the request of the FIU that provided the information.

We take this opportunity to thank you for flagging to the EGS any updates to the COVID-19 Emergency Cooperation POC list.

 

  1. Providing Egmont members with training services and products while FIU staff are at home

The response to the COVID-19 outbreak has led to many FIUs encouraging their staff to work remotely. The EGS took this opportunity to remind HoFIU and FIU staff in general about ECOFEL’s resources and EG training packages and reports available on the Egmont Secure Web.

The ECOFEL eLearning platform offers eLearning courses including the eCorFin and the newly launched FIU Operational Independence and Autonomy course, in addition to almost 16,000 LinkedIn Learning e-courses that can help FIU staff enhance their skills and knowledge.

On the document library of the ESW Home Community, six Egmont Group courses (including the Technical and Strategic Analysis courses) are available in multiple languages. Over 20 Egmont Group operational reports, including the latest ones on Lone actors and Small Cells as well as Professional Money Laundering Facilitators, are available for consultation.

More details about all these valuable resources, will be provided by the EGS in a separate email.

 

  1. Egmont Committee intersessional meeting initially schedule in Ottawa in May 18-19 2020.

The Canadian Government has recently closed its borders to non-Canadian citizens until further notice. There is no certainty of when the border will reopen so the Egmont Committee decided to maintain the meeting but hold it in a different way, relying mostly on out-of-session approvals and online meetings to address topics that require in depth conversations.

 

  1. 2020 EG Plenary initially scheduled in Oaxaca, Mexico, July 6-9, 2020

Regarding the EG Plenary in Oaxaca, Mexico, pencilled in on July 2020, we have been in constant contact with the host of the 27th Plenary, FIU Mexico, and the Egmont Committee to determine the best way forward. Both the Host and the EC determined that because of the current COVID-19 pandemic and all the measures in place to address the threat at domestic and international levels, the Oaxaca Plenary must be postponed. The host, FIU Mexico, graciously agreed to organize the Plenary in Oaxaca in the summer of 2021.

However, because Egmont business must continue, the EGS is currently working on a contingency plan to address the most important topics out-of-session and through virtual meetings, with the help of technology. We will get back to you on this contingency plan shortly.
