Dear Heads of FIUs,
As you are aware, the ECOFEL has reached out to member FIUs and donor organizations to explore the possibility of obtaining additional funding that could support the ECOFEL’s work in the next couple of years. In response to this call, the AUSTRAC has kindly offered a one-off additional voluntary contribution of AUD 300,000 to ECOFEL.
The aim of this communication is to seek your out-of-session endorsement of the Letter of Agreement (LOA) for this additional voluntary contribution to ECOFEL. Please find enclosed the draft LOA from AUSTRAC and the accompanying Memo. AUSTRAC’s contribution would complement funding from other donors and help ECOFEL accomplish its important mission and fulfill its mandate.
The enclosed Memo provides detailed explanation for the main features of the proposal. The proposal was submitted to and considered by the Egmont Committee. If endorsed, the funding offered by AUSTRAC will be directed to financing six deliverables of the ECOFEL 2021-22 Workplan and such cost categories as staff salaries and benefits, other overhead and administrative support costs. The receipt of the above-mentioned funding will allow ECOFEL to continue strengthening FIUs in their contribution to national and international AML/CFT efforts and will help ensure its financial stability. Please let me stress once again that with the departure of the FCDO UK as the ECOFEL donor in March 2021, securing a new donor is critical to the business continuity of ECOFEL.
Given that the fiscal year for the Australian Government ends on June 30th, AUSTRAC kindly requested the draft LOA to be countersigned by May 31st, 2021, to allow completing relevant procedures for transfer of funds before the end of the fiscal year. Therefore, we invite you to provide your endorsement of and/or comments to the draft LOA by Thursday, May 27th (COB, Ottawa, Canada). The ECOFEL intends to return the signed LOA to AUSTRAC by Friday, May 28th, to ensure that the funding kindly offered is timely received. As usual, a non-response will be considered as tacit approval.
