I hope this message finds you well.
On June 15th, the director of MROS Switzerland and Egmont Group Regional Representative for Europe II, Mr. Daniel Thelesklaf, advised the Egmont Committee that he has resigned from his position in his home FIU. Mr. Daniel Thelesklaf was appointed to the position in August 2019.
It is important to mention that in November 2018, in his capacity as Head of FIU Lichtenstein and Regional Representative for Europe II, Mr. Thelesklaf reviewed the facts that led to the resignation of the previous director of MROS, Mr. Stiliano Ordolli, and determined that MROS had sufficient level of operational independence and autonomy. Nonetheless, in a recent message to me as the EG Interim Chair, Mr. Thelesklaf amended his November 2018 position relating to MROS and its level of operational independence and autonomy.
Because of this message and some open source information, the matter required stock taking by the Regional Representative for Europe II, Ms. Oxana Gisca, to identify if there is any issue and concern in accordance with Section 6.3.C v.3 of the Egmont Group Charter. This stock taking was conducted with the support of the Regional Representative for Europe I, Ms. Lucie Castets. The Regional Representatives have reported back to the Egmont Committee, concluding that there is a need to obtain further information on whether the independence and autonomy of MROS is in jeopardy under the current framework, and suggested that the Egmont Committee should start a fact finding initiative in accordance with section 6.3.B-5 of the Charter.
The Egmont Committee has decided to appoint an EC Sub-group that will start a fact-finding initiative in accordance with Section 6.3.C v.3 of the Charter. The subgroup is now composed as follows:
Ms. Bess Johnson Michael (ESW Representative) has offered to serve as advisor for the EC Sub-group.
The EC Sub-group will identify the focus (scope) of the fact-finding initiative and will provide a detailed report with their findings and recommendations. As soon as the EC Sub-group has reported back to the Egmont Committee, I will advise you on their findings.
