I hope this email finds you well. Following my previous communication, I am happy to inform you that the Egmont Committee has endorsed the selection of Mr. Manoj Kaushik, Additional Director of FIU India, for the position of MSCWG Chair.
I would like to congratulate both the MSCWG and Mr. Manoj Kaushik for this selection, and also thank Mrs. Ilze Znotina for her engagement. In addition, I would like to thank Mr. Abdelsattar Elnajar for his tremendous contribution to the work of both the MSCWG and Egmont Committee during all these months. Under his interim term as Chair the MSCWG has been able to move forward with its business plan, and have also contributed to important internal discussions in the Egmont Committee from the MSCWG perspective.

Dear MSCWG Members,
I hope this message finds you well and safe.
Consistent with the Voting rules for the selection of Working Group Chairs and Vice Chairs and the MSCWG Rules on Internal Procedures (both attached), last 13 October the MSCWG regular members were invited to cast their votes for the selection of the new MSCWG Chair between:
· Ms. Ilze Znotina, Head of FIU Latvia
· Mr. Manoj Kaushik, Additional Director of FIU India
I would like to thank again both candidates and their home FIUs for their nominations.
The deadline for sending the ballots with your votes was 20 October (COB Ottawa). From the 75 MSCWG regular members the EGS received within the deadline 43 ballots that provided the following results:
· 27 votes for Mr. Manoj Kaushik, Additional Director of FIU India
· 15 votes for Ms. Ilze Znotina, Head of FIU Latvia
· 1 blank vote
Based on the above-mentioned results, I am in a position to confirm that the MSCWG regular members have selected Mr. Manoj Kaushik, Additional Director of FIU India, for the position of MSCWG Chair for a 2-year term that will finalize in the Egmont meetings of July 2022.
I take this opportunity to thank again both candidates and congratulate Mr. Manoj Kaushik and the MSCWG members for this out-of-session selection, which has followed strictly our current procedures under these extraordinary circumstances. Consistent with the Voting Rules, the selection of Mr. Manoj Kaushik will be presented to the Egmont Committee for endorsement. After the endorsement Mr. Manoj Kaushik will be replacing Mr. Abdelsattar Elnajar, current MSCWG Vice Chair that has been performing the role of Interim Chair during the last months.

You are receiving this communication in your capacity of MSCWG Regular Members, which have voting rights in the current selection process of the new MSCWG Chair.
As you may recall from the attached email, the MSCWG members have concluded an out-of-session discussion where they had the opportunity to express their views and any potential concerns or objections in relation to both candidates, as established in para. 14 of the Voting Rules. Based on this discussion, and in accordance with the Voting Rules, the EGS concluded that consensus for one of the candidates was not reached and an election process by secret ballot will take place.
For that purpose, please find attached a ballot for casting your vote. As stipulated in para. 22 of the Voting Rules, the MSCWG regular members should note the following in relation to the ballots:
· They must indicate the candidates for whom they wish to vote by inserting the sign [x] in the box appearing opposite the name of each candidate, in this way: ×
· The sign shall be considered as an affirmative vote in favour of the candidate so indicated.
· The ballot shall carry no other notation or sign other than those required for the purpose of indicating a vote.
All votes are secret and must be sent ONLY TO THE EGS by Tuesday 20 October (COB Ottawa). After this deadline the ballots will be counted and the result announced.
