Dear HoFIU Colleagues,
I hope this message finds you well.
The EG leadership, in coordination with the Executive Secretary and the host of the 2021 Egmont Working and Regional Group meetings (FIU Senegal), have been closely monitoring the impact of the COVID-19 pandemic on international travel and on the capacity of countries to organise large international meetings. Close attention has also been paid to our observers and international partners and the arrangements they implemented to replace physical meetings. The situation in Senegal has been examined.
Following this monitoring and coordination, the EG leadership team and the Egmont Committee have agreed that:
· The amount of uncertainty on whether the COVID-19 pandemic would allow the host to organise the meetings in a safe environment is too high;
· The uncertainty on whether EG members would be able to travel internationally at the end of January persists and;
· The amount of time required to organise an Egmont event is already too short, even for normal circumstances (i.e. without a pandemic).
In a letter dated September 23rd (attached), Mrs. Ramatoulaye Gadio Agne, HoFIU Senegal, reaffirmed her FIU’s commitment to organising the next Egmont Working and Regional Group meetings but expressed concern about holding the event in January 2021. Despite the preventive measure implemented by the Senegalese authorities it is still difficult to anticipate the effects of the pandemic. Consequently, CENTIF Senegal proposed the postponement of the January 2021 meetings in Dakar and confirmed that, if the pandemic permits, they are ready to host the event in February 2022.
Considering the persisting concerns, and the host’s position, the EG leadership and EC believe that our organisation should prepare to conduct the 2021 Egmont Working Group meetings virtually. The EG leadership and EC recommend that the Senegal meetings be officially postponed until the beginning of 2022. Moreover, it is proposed that the initially planned EC, WG and RG meetings take place through virtual means during January-February 2021. We believe this approach not only protects the resources of the host and Egmont members from being spent on an event that would very likely be canceled but, most importantly, it keeps our colleagues safe and enables continuity of EG activities.
In coordination with the EGS, the EG leadership and EC propose the plan below. The EGS can:
· Facilitate a two day EC meeting at the end of January 2021 (25-29) to address any issues required by the WGs/RGs to conduct their work.
· Coordinate WG meetings throughout the month of February 2021. Ideally, there would be one Working Group meeting per week. As per the EG Charter, the WG Chair have the authority to convene WG meetings.
· Organise RG meetings throughout the month of February 2021, following the RRs’ decision to convene regional meetings.
While not an ideal replacement for in-person collaboration, the proposed virtual meetings will enable the EG to continue its good work without the additional apprehension surrounding the pandemic situation. Additionally, by spreading out the WG and RG meetings throughout February, this could afford greater participation in the meetings and stronger support from the EGS team. WG Chairs and RRs will be approached by the EGS for confirmation regarding their intention to convene meetings in February and a detailed plan for the meetings will be shared with the HoFIU.
