Dear Colleagues,

It was a pleasure to meet many of you during our Egmont Group plenary in Sydney late September. We reiterate our thanks and appreciation for your time. We were so pleased to introduce you to the Egmont Centre of FIU Excellence and Leadership (ECOFEL).

We are now writing to share some additional updates from ECOFEL:

FIU Operational Independence and Autonomy:

  • As you may be aware, the ECOFEL Paper and its related content Understanding FIU Operational Independence and Autonomy was presented during the Plenary Executive Training Session and later endorsed by the HoFIUs on September 27, 2018.
  • We are delighted to share that the paper is now available on the EG public website and the ESW. Along with the paper, we have independently published Annex C, the FIU Self-Assessment Checklist, which has been formulated to assist FIUs in identifying and understanding where you stand on issues of FIU operational independence and autonomy as an organization.
  •  We hope this paper along with the Self-Assessment Checklist will be useful for the entire membership, as it further delves into the complex and fundamental issues of FIU operational independence and autonomy. We further hope this paper supports your work and interactions with other AML/CFT stakeholders within your jurisdictions.
  • Once again, we thank all member FIUs and international partners for your contribution to the paper. Should you have any questions regarding the paper and checklist, please feel free to contact us.

Forward Workplan:

  • ECOFEL is continuing to work through our approved workplan in close cooperation with the TATWG and the ECOFEL Program Team, as presented to Egmont Members in Sydney.
  • General themes include: coordinating and partnering with international partners, formulating our core documents, preparing an advanced SAC course, proposing revisions to the EBC 2019, developing our E-Learning modules, Roster of Experts and Coaching and Mentoring Program.
