Dear Heads of FIU,

We hope this email finds you well.

As you may recall, during the last HoFIU meeting in The Hague (3 July 2019) the MSCWG and PPWG Chairs presented the attached Memorandum (HoFIU-03), seeking approval of the revised version of Procedural Trigger 3 of the Support and Compliance Process (SCP) that would include the results of MER effectiveness assessment for IO.2 and IO.6, as well as the next steps and the needed commitment from the HoFIU for its practical implementation. Following fruitful discussions, the HoFIU:

  1. Endorsed the revised Trigger 3, which includes the benchmarks for the MER Effectiveness Assessment;
  2. Endorsed the proposed next steps for the retroactive practical implementation of the revised Procedural Trigger 3 of the SCP;
  3. Endorsed a clear commitment to provide experts in mutual evaluations for the MSCWG Pool of Experts. This commitment is reflected in Section 4.1 B of the Charter;
  4. Noted that in case there are no available experts in the MSCWG for the reviews under the SCP, the practical implementation of this procedure should be assessed in order to determine if it should be replaced by an alternative mechanism that would entail fewer resources for the Egmont Group; and
  5. Noted that the MSCWG Leadership will engage with the TATWG in order to explore ways for strengthening the Pool of Experts, for improving the quality and consistency of the expected products.

In order to implement the above-mentioned commitment (letter c), the HoFIU are requested to provide experts in Mutual Evaluations for the MSCWG Pool of Experts, which will be conducting preliminary reviews under Procedural Trigger 3 of the SCP (both for effectiveness and for technical compliance). For that purpose, we would appreciate if you can fill out the following chart and send it back by replying to this email (secretariat@egmont.org). If your FIU has already provided experts for the MSCWG Pool of Experts, please include them in this list in order to corroborate the requested experience in Mutual Evaluations.

As agreed in The Hague, nominations for the MSCWG Pool of Experts will be open for the next 30 days (until 20 August 2019 COB Toronto Time). In case there are no available experts in the MSCWG for the reviews under the Support and Compliance Process, the practical implementation of this procedure should be assessed in order to determine if it should be replaced by an alternative mechanism that would entail fewer resources for the Egmont Group.
