I would like to thank you all for the positive feedback and the approval of the following final products delivered within the broader IEWG project on “Conclusions from Large Scale, Cross-Border ML Schemes”:
With the current letter, and in my capacity as Chair of IEWG, I would like to summarize the consensus in the Group.
Following the approval in IEWG, the two documents will be sent to the HoFIU for their final out-of-session endorsement. Due to the arguments mentioned in our previous letter, the HoFIU will be also invited to provide their endorsement in an expedited manner.

**Letter to all IEWG members**
Dear IEWG members,
We hope you are well!
We would like to present to your attention for consideration and approval two separate products prepared as part of the IEWG "Conclusions from Large Scale, Cross-Border Money Laundering Schemes" project, namely:
- The joint Egmont IEWG/FATF RTMG Trade-Based Money Laundering 2020 Update: Trends and Developments, and
- The list of Trade-Based Money Laundering list of Risk Indicators collected within Work Stream 3 of the "Conclusions from Large Scale, Cross-Border Money Laundering Schemes" project.
As you may remember, within Work Stream 3 of the "Conclusions from Large Scale, Cross-Border Money Laundering Schemes" project you already approved and the HoFIU endorsed a Case Book, which is now available on ESW.
As part of the IEWG contribution to this joint Egmont / FATF effort, the IEWG project team also compiled and shared a list of TBML Risk Indicators based on the valuable input received from the member FIUs. Due to the sensitivity of these Risk Indicators, FIUs that provided them agreed that they could be shared with a restricted audience only, while the overall Trade-Based Money Laundering 2020 Update: Trends and Developments report was intended for public sharing.
Today the FATF plenary endorsed the joint Egmont IEWG/FATF RTMG Trade-Based Money Laundering 2020 Update: Trends and Developments report.
The Trade-Based Money Laundering 2020 Update: Trends and Developments report and the list of Risk Indicators received broad support during the FATF discussions with regard to their usefulness and quality. However, it was decided by the FATF that the current list of TBML Risk Indicators will not be included as an annex to the report, since having confidential annexes in an otherwise public report was deemed as not consistent with previous FATF practice, thus possibly limiting the impact of the report for the Global Network.
Although the list of TBML Risk Indicators will not be part of the TBML report, these indicators which were collected within the "Conclusions from Large Scale, Cross-Border Money Laundering Schemes" project can be a useful product for FIUs in their efforts to tackle TBML. It is therefore suggested that the list would be approved as a separate product within Work Stream 3 of the "Conclusions from Large Scale, Cross-Border Money Laundering Schemes" project.
In order to facilitate the approval process, please see attached the necessary MEMO and the joint Egmont IEWG/FATF RTMG Trade-Based Money Laundering 2020 Update: Trends and Developments and the list of Trade-Based Money Laundering list of Risk Indicators.
We would be grateful to receive your approval of (1) the joint Egmont IEWG/FATF RTMG Trade-Based Money Laundering 2020 Update: Trends and Developments report and (2) of the list of Trade-Based Money Laundering Risk Indicators by Wednesday, October 28th (by sending it to nedko.krumov@egmont.org and andrey.frolov@egmont.org).
The expedited approval process is suggested due the importance of the two products and the impact they would have to the Global Network. In addition, the first draft of the TBML report was already shared with all IEWG members (in August and September 2020) for extensive comments. In the meanwhile that version of the report was not significantly changed subsequently and the list of Risk Indicators was at the time part of the report, which makes the two products quite familiar to the IEWG members.
After the approval process is completed within IEWG, the two products will be send for an expedited endorsement by the HoFIU.
