Dear HoFIU,

 

I trust you are well!

As you recall, during the EG plenary meeting in The Hague, you endorsed the first draft of the joint Egmont / WCO project: Customs-FIU Cooperation Handbook. Subsequently, as being part of the collective efforts of the two organizations, this draft document was sent to WCO for endorsement.

It was decided that for the final completion of the project, the IEWG will keep the project in its Business Plan 2019-2020 (as phase II) after the meeting in The Hague. The main goal of this phase II was to reflect the comments and amendments received during the approval process within WCO, as well as any other feedback provided within this period. It was also agreed that by using this approach, it will make the Handbook a “living document” and will increase its final effectiveness and added value.

Based on the aforementioned, I would to inform you that during its 39th Enforcement Committee meeting in October 2019, and afterwards, during its Policy Commission and Council Sessions in December 2019, WCO endorsed the Customs-FIU Cooperation Handbook (CFCH) (please see attached). During the endorsement process, WCO proposed and approved some amendments to the document, which however, do not significantly change neither the structure nor the content of the document, but rather enrich its practical value. The amendments are described in the attached MEMO.

In the meantime, the project team worked and prepared a Public Summary of the Handbook (please see attached).

Based on the above-mentioned, you are now kindly asked to endorse out-of-session the following:

  • The amended version of the Customs-FIU Cooperation Handbook (CFCH);
  • The Public Summary of the Customs-FIU Cooperation Handbook (CFCH);
  • The dissemination strategy provided in the attached MEMO.

You can provide your endorsement / other comments by replying to this letter no later than Sunday, February 23rd, 2020. Any replies after this deadline will be considered as tacit approval of the Handbook, its Public Summary and dissemination strategy.

Please be informed that on January 20th, 2020 IEWG approved the two documents and the suggested dissemination strategy, prior to sending it to you for final endorsement.
