ESW Email to the HoFIU of the EUROPE II Region- Selection of new Regional representative

 

Dear members of the EUROPE II Regional Group,

 

We hope this email finds you well.

 

As you are already aware, the EUROPE II Regional Group is in the process of selecting only one new Regional Representative. This is because Ms. Astghik Karamanukyan was just recently selected for the other RR position.

 

Consistent with the Voting Rules for the Election of Regional Representatives (hereinafter the Voting Rules), the Executive Secretary launched a call for nominations (attached) on April 1st, 2021, allowing members in the Regional Group six weeks to submit written nominations (para. 8 of the Procedure). During this interval, the following nomination for the only open position was received (the nomination is attached):

  • Ms. Oxana Gisca, Head of Supervision and Compliance Division, FIU Moldova

 

When considering the nomination of Ms. Gisca, you should be aware that with the nomination letter, the Executive Secretary was duly informed by the HoFIU Moldova that she is currently on academic leave. Moreover, the HoFIU Moldova declared that as a staff of the FIU, since January 2021, Ms. Gisca has suspended working attributions by bilateral consent. Still, she continues to be involved on behalf of the FIU in work for international bodies such as the Council of Europe and the Egmont Group.

 

With the nomination letter, the Head of FIU Moldova also confirmed the following:

  • Despite the suspension of Ms. Gisca, the unequivocal commitment to dedicate sufficient resources to satisfy the RR role and responsibilities, including attending physical meetings of the Egmont Group.
  • The contract suspension will not prevent her from fulfilling any of the roles and responsibilities of the RRs, as reflected in the EG core documents.
  • Throughout her mandate, she will have full access to the ESW.
  • She will receive sensitive communications that would allow fulfilling her responsibilities in the most efficient and timely way.

 

The nomination of Mrs. Gisca will be considered during the EUROPE II Regional Group Virtual Meeting scheduled for July 12th, 2021 (details and agenda to be provided soon, please save the date for that morning). According to paragraph 14 of the Voting Rules, the Egmont Group Secretariat will preside over the selection process.

 

If consensus is reached on the selection of the Regional Representative, the EGS will submit the name of the new regional representative to the EC for endorsement (para. 17 of the Voting Rules). If consensus is not reached, an out-of-session election by secret ballot will be organized by the EGS (para. 18 and para. 19-31 of the Voting Rules).
