Dear Heads of Egmont Group FIUs,
We trust this message finds you well.
In 2019, the Head of Qatar Financial Information Unit (QFIU) and the Executive Secretary of the Egmont Group addressed the possibility for QFIU to second one legal researcher to the EGS, should such skills be needed by the Secretariat. The parties initiated the discussions and negotiated a Memorandum of Understanding (MOU) for the secondment of the QFIU legal researcher, Mr. Abdulrahman Alsuwaidi, to the EGS to perform duties in his position at the EGS as a Senior Officer. Because of the ongoing COVID-19 pandemic, the secondee would start working remotely from Qatar as of November 15th, 2020, until both parties agree that the sanitary situation relating to COVID-19 allows the secondee to relocate from Qatar to Canada.
Throughout the secondment, QFIU shall continue to be responsible for payment of Secondee’s salary and all other payments and allowances, and for provision of benefits to which the Secondee is entitled as an employee of QFIU and shall be responsible for all other personnel matters. The EGS will not be liable to refund these monies.
A memorandum seeking the endorsement of the HoFIU for the MoU between EGS and FIU Qatar is available attached. Once endorsed by the HoFIU, the Executive Secretary will sign the document on behalf of the Egmont Group. The MoU has been considered by the Egmont Committee and approved for recommendation to the HoFIU for endorsement. It aligns with previous secondment MoUs approved by the HoFIU.
Your comments to the documents before Friday, November 13 (noon Ottawa time) are highly appreciated. As usual practice, no responses will be interpreted as tacit approval of the recommendations in the memorandum.
