Dear Head of FIUs,
Before we all break for the holidays we are fortunate to receive a request for an out of session approval of two voluntary contributions to ECOFEL, both of which have been previously presented and discussed in Sydney Plenary and past EG Meetings (we called them potential contributions) and are together valued at approximately USD 3,912,497.
Please find attached a Memo and supporting documents for the two following requests:
a. MOU Addendum from UK DFID to increase the previously signed MoU by GBP 1,500,000 (one and a half million) for a focus on FIU capacity building related to Illicit Wildlife Trade (IWT). Essentially increasing the current GBP 4,038,000 funding base to a total of GBP 5,538,000. (Duration - Through March 2021).
b. A Draft Contribution Agreement to be signed between the EGS and the Swiss Confederation represented by the State Secretariat for Economic Affairs (SECO) providing a CHF 2,000,000 (two million) to further support ECOFEL in its workplan and capacity building efforts for FIUs (Duration Dec. 1 2018-Nov. 30, 2022).
Notes for your attention please:
1. Tight Timeline: The MoU Addendum and the Agreement from both the UK and SECO must be signed before or on December 28th in order to assure technical and procedural processes are met before personnel depart for the holidays on the UK and Swiss sides. The main risk being that these funds are available in 2018 only and are signature dependent. If we don't get the contract signed in time, we risk losing the funding availability.
2. Aligned with Workplan and previous UK DFID process: both the UK DFID IWT and the SECO contributions and contractual agreements are aligned with previous processes such as the previously signed MoU agreement between EGS and UK DFID.
You are welcome to provide your substantive comments, if any, by December 26 2018. As usual, a non-response will be considered as a tacit approval.
