Dear Egmont Committee and HoFIU,

We trust you are well.

Please find attached for your consideration the draft Egmont Group Additional Voluntary Contributions Program (EG AVC).

By way of background, the Egmont Group Charter, Section 7.1, identifies the sources of funding for Egmont Group activities are the following:

  1. annual contributions of its members;
  2. additional voluntary contributions from members and observers; and
  3. voluntary contributions from other sources.  Such contributions are subject to AML/CFT and conflict-of-interest screening by the Secretariat and the Egmont Committee before they are considered for endorsement by the HoFIU.

The Secretariat is accountable to the HoFIU and the Egmont Committee for the management of the funds.

Member contributions - Section 7.2. of the EG Charter distinguishes AVCs contributed by members from annual member contributions.  Section 7.2A describes annual member contributions.  Section 7.2B states the following:  “Additional contributions above and beyond annual contributions by members are considered by the Egmont Committee for endorsement by the HoFIU.”

Other Contributions - Section 7.3 of the EG Charter addresses other contributions (from non-members).  Section 7.3 states the following:  “Only contributions considered by the Egmont Committee and endorsed by the HoFIU may be accepted by the Egmont Group. Such contributions are used to finance and support the projects or training initiatives of the Egmont Group.”

With the establishment of ECOFEL, it became apparent that the Egmont Group lacked written documentation detailing the types of AVCs it would accept and the criteria for accepting them. The purpose of the proposed EG AVC is to provide more clarity to potential donors on the criteria used by our organization for accepting such contributions and the principles for administering them in compliance with good governance. In response to a request from the Egmont Committee, a project team within the Policy and Procedures Working Group (PPWG) developed the EG AVC in consultation with PPWG, the Technical Assistance and Training Working Group (TATWG), the Egmont Center of FIU Excellence and Leadership (ECOFEL) and the Egmont Group Secretariat.  With your endorsement, the PPWG Project Team proposes posting the attached document to Egmont’s public website to inform potential donors about the EG AVC.

The PPWG Project Team working on this topic welcomes your consideration and feedback on the document before Friday, May 24th, 2019 (reply to sorin.gabor@egmont.org). After considering your comments, the Team will present the updated EC AVC for HoFIU endorsement, during the meeting in The Hague.

One specific point of interest for the PPWG Project Team is whether or not the Egmont Group should accept AVCs from private sector organizations, NGOs/NPOs, or individuals. During the discussions in PPWG, it was considered that the reputational risk to the Egmont Group would be too high should any AVCs from the private sector organizations, NGOs/NPOs or individuals be linked to illicit activity for which the Egmont Group could not effectively screen. Your views on this matter would be greatly appreciated.

Your feedback is highly valuable in helping steer the finalization of this effort.
