Dear IEWG members,


 With regard to Nedko’s email below, I would like to express my interest for the position of IEWG Chair.

 Indeed, my experience in this Working Group is quite rich and very active, insofar as I used to attend since 2011, and regularly all meetings of its ancestor, the former Operational Working Group “OpWG”.

 In January 2016, during the intersessional meeting held in Monaco, when IEWG was established among the other Working Groups, I was elected as one of the Vice-Chairs of the IEWG, for a two-year term,.

 Last March during the intersessional meeting in Buenos Aires, I was re-conducted as one of the Vice-Chairs of the IEWG.

  Last July, when Mr. Peter CLARK, the former Chair of IEWG, left his position in AUSTRAC, I volunteered to assume the position of IEWG Chair until the EG plenary to be held in Sydney next September.

 Therefore, I would like to request your kind support in Sydney for my candidacy to the position of IEWG Chair.

Dear HoFIU colleagues,

 

As you know, before the Egmont Group meetings in Buenos Aires in March, 2018, in accordance with Annex A Voting Rules for the Election WG Chairs and Vice-Chairs, the Executive Secretary sent a call for nominations for Working Group Chairs. Unfortunately, the process was unsuccessful for the Information Exchange Working Group (IEWG), as there was no candidate willing to step in as a new Chair during this particular meeting in Buenos Aires.

 

Based on the aforementioned, the IEWG decided to extend the tenure of Mr. Peter CLARK as Chair of the working group until the 25th Egmont Group Plenary in Sydney.

 

FIU Germany submitted the nomination of Mr. Andreas BARDONG, Head of FIU Germany, having a specific requirement that Mr. BARDONG can assume the position only after the meeting in Sydney. Based on that, Mr. Peter CLARK proposed that during the meeting in Sydney, Mr. Andreas BARDONG, Head of FIU Germany will step in as the new IEWG Chair. The working group agreed with this proposal.

 

Subsequently, on July 27th, 2018, FIU Germany informed that the German Parliament has decided to further strengthen the German FIU with a significant raise of employees, which required the replacement of Mr. Andreas BARDONG as a Head of the FIU, with Mr. Christof SCHULTE. Therefore, Mr. BARDONG cannot step in as the new IEWG Chair. Meanwhile, since July 6, 2018, Mr. Peter CLARK left his position in AUSTRAC, and therefore since that date he is no longer considered as Chair of the IEWG. After consultations among the IEWG Vice-Chairs, and in accordance with the IEWG Rules of Internal Procedures, this position was temporary assumed by Mr. Youssef EL OMARY (FIU Morocco).

 

As you are already aware, the role of the working groups is fundamental for the Egmont Group in order to accomplish its mission of development, cooperation, and sharing of expertise among FIUs.

 

In this exceptional situation, and being so close to the margins of the Plenary meeting in Sydney, I would like to inform you that the only way to select the new IEWG Chair, following the same level of transparency inherent for all Egmont Group elections, will be to re-open the selection process, which started before the meeting in Buenos Aires.

 

This email represents a call to you, the Heads of FIUs, to submit nominations for IEWG Chair position. I strongly encourage to acknowledge this is an opportunity for you, or a senior member of your staff, to significantly contribute to the work of our organization. As this represent a re-opening of a previously started procedure, the closing date to submit an expression of interest is Friday 7 September 2018.

 

The process for nomination will require the Head of an FIU to submit a written nomination for themselves; or where a suitably senior representative other than the Head of FIU is to be nominated. The nomination is to take the form of a letter. Such letter should also contain a written commitment confirming that there are sufficient resources in their “home” FIU to enable the nominee to satisfy the roles and responsibilities of the post of IEWG Chair.

 

The nominations are to be forwarded by e-mail addressed to the Executive Secretary of the Egmont Group (jerome.beaumont@egmont.org). The Executive Secretary will review the nominations to ensure that all appropriate information is received from the candidates. As mentioned above, the Executive Secretary should receive these submissions of interest by COB Friday 7 September 2018.


The topic of election of the new IEWG Chair will be placed in the agenda of the next Working Group meeting in Sydney.

 


Description of Working Group Chair and Vice-Chair positions

 

The Working Group Chair is responsible for setting the agenda and presiding over all meetings of the WG, as well as presenting outcomes of its meetings and projects at the Egmont Committee and Plenary meeting. This work is supported by the Working Group Vice-Chair(s) and at least one Senior Officer from the Egmont Group Secretariat.

 

The Working Group Chair also represents the WG in the Egmont Committee and through the Egmont Committee to third parties particularly regarding matters within the scope of the activities of the WG. The Working Group Chair is responsible for reporting to the Egmont Committee on progress made by the WG.

 

In the event that the Working Group Chair is unavailable to attend to the duties noted above, the Working Group Vice-Chair will act in their stead.  

 

The position of the Working Group Chair requires time, dedication, and resources. The Working Group Chair will be required to attend all meetings of the WG and the EC and prepare reports, presentations, and other updates. Currently, there are two annual WG meetings plus one additional EC meeting. Therefore, at a minimum, the Working Group Chair is required to attend three EG meetings per year. The cost for attending the meetings must be covered by the respective FIU.

 

 

Please be aware that IEWG should select a person, and not an FIU for the next IEWG Chair.
