I hope this letter finds you well.

 

I would like to inform you that August 10th was the final deadline for collecting your comments and endorsement of the IEWG Combatting child sexual abuse and exploitation through financial intelligence report, its Public Bulletin and dissemination strategy.

 

Within the deadline, we received your full support to the endorsement of the above-mentioned documents, while no further changes were suggested. Therefore, within the authority granted to me by the Charter (Section 6.2-B-2 – The Chair builds consensus within the Egmont Group), I would like to conclude the consensus within Egmont Group to endorse the following documents:

  • The Combatting child sexual abuse and exploitation through financial intelligence report;
  • The Public Bulletin of the Combatting child sexual abuse and exploitation through financial intelligence report;
  • Their dissemination strategy.

 

The above-mentioned products will be soon available on ESW and subsequently, the Public Bulletin will be uploaded to the Egmont public website.

I would like to take the opportunity here to congratulate the IEWG CASE project team for the excellent job done.

Please find attached the final report resulting from the Information Exchange Working Group (IEWG) project on Combating Child Sexual Abuse and Exploitation: Analysis and Application of Financial Intelligence (together with its Public Bulletin and the necessary Memorandum), which is undertaken as part of the work within the IEWG Stream 2 (Increasing the Level of Knowledge and Understanding on Key ML/TF Threats and National Security Risks).


The report’s objective was to utilise the data held by Egmont's global network of FIUs to provide opportunities to enhance strategic and tactical intelligence efforts to combat CSAE including the identification of relevant funds movements, as well as offenders and facilitators.


Further to IEWG’s endorsement and the project team’s presentation at the July 2020 IEWG virtual meeting, this report and its public bulletin is being circulated for your out-of-session approval.


Should you endorse this report, the next steps will be to publish the report on the ESW – IEWG Community Page and to upload its Public Bulletin to the Egmont's public website.


You are therefore invited to provide your endorsement and/or comments by August 10th, 2020. As usual, a non-response will be considered as a tacit approval of the attached report and its public bulletin, together with their dissemination strategy.


The expedited approval process is requested due to the fact that because of the COVID-19 outbreak and the associated increase in online traffic, the risk of online CSAE is also increased. Therefore, the findings of this report might be specifically relevant in the current situation and making them available not only to FIUs but as suggested in the dissemination strategy, to relevant domestic LEAs, would be of high importance.
