***Message on behalf TATWG Chair***

Dear Head of FIU / Egmont Group member,

I hope you and your colleagues are all well and healthy.

I have the honor to inform you that FIU Israel has been chosen as the Winner of 2021 Best Egmont Case Award through a virtual vote by the EG members!

This year marks the 11th year of the BECA Competition. Due to the remaining challenging COVID-19 pandemic and travel restrictions in many jurisdictions, we are unable to have a celebration in person. Despite this, on behalf of the Technical Assistance and Training Working Group, I would like to invite you to join us in congratulating the BECA winning FIU. In this context, all our gratitude to all participant FIUs for bringing great cases, voluntary judges, and to all of you, for your support to the 2021 BECA!

The TATWG, on behalf of the Egmont Group of Financial Intelligence Units, launched the 2021 Best Egmont Case Award (BECA) Competition. There were 24 cases from 16 FIUs entering this competition.

The case submitted by FIU Israel related to illegal online gambling and the case jointly submitted by FIUs Italy and Hungary through the exploitation of foreign payment cards were selected by a panel of 5 Judges as the two Finalists for voting until August 12th, 2021. Within the deadline, the Secretariat received 55 ballots with 30 votes for FIU Israel and 25 votes for FIUs Italy and Hungary. Based on the results, the 2021 BECA goes to FIU Israel. The two competitive cases will be featured in the 2020-2021 Egmont Group Annual Report.

In addition, I would also like to share with you some highlights of the 2021 BECA Competition as follows:

·       Many cases demonstrate FIUs’ active cooperation at national and international levels

·       Some cases present effective use of new analytical tools and advanced technologies

·       Public-Public Partnership, joint investigation teams with the FIU participation illustrate the added values of FIUs

·       The FIUs provided very good and diverse examples of case studies, including organized crime, tax evasion, illegal online gambling, corruption, terrorism, misuse of foreign payment cards, Human Trafficking, and various frauds involving Business Compromised Email, telecom, cryptocurrency, media news, COVID-19, real estates, etc.

Finally, in order to leverage the contributions to the Group’s Money Laundering and Terrorist Financing Case Database for the benefit of all FIUs to share the knowledge, expertise, and successful experiences, the cases entered into the 2021 BECA Competition are available in the section of BECAs of the TATWG Community in ESW.

Once again, Congratulations to the winning FIU, and thank all FIU participants and Judges!

We are looking forward to your continued support to BECA in the future.

Kind regards,

Amr Rashed

Chair of the Technical Assistance and Training Working Group
