**Letter on behalf of the IEWG Chair**

 

Dear IEWG members,

 

We hope this email finds you well and healthy!

 

This communication regards the work on the EG IT review. As you may remember, a consultant has been selected to help the EG conduct this work in 3 phases: (1) As Is State; (2) To Be State; and (3) Gap Analysis.  The consultant’s reports on phase (1) and (2) have already been shared with you for information through the EG Regional Groups.

 

In its phase (3) report (still with the EC Steering Group), the consultant suggests an approach for improved IT solutions and processes. However, the different EG IT Business Requirements and their level of priority for the organisation are not fully reflected. In order to supplement the consultant's report, to find the ideal IT solution and to make an informed decision on that, we should conclude first identifying the different core EG IT Business Requirements,  that member FIUs would like to see in the EG and their level of priority for the organisation. By "Business Requirements", we mean the core functionalities of an IT solution that should be provided by the EG and which improve AML/CFT. A draft spreadsheet (available attached) has been developed for this purpose and some business requirements (identified in the phase (3) report) are already suggested. The spreadsheet contains three worksheets:

  1. Strategic objectives – which are the essence of the EG, including its IT. Here, the EG strategic plan would be the baseline. This sheet would become important when the EG goes through the “wish list” and considers which requests support core needs of a larger number of members and which only individual requirements or secondary objectives.
  2. IT features (“wish list) – describing all IT functionalities that (if applied) would increase the capacity and effectiveness of the EG. It is really meant to be a wish-list. All (realistic) business requirements should go into that list. Column A clusters the core functions, column B lists the applications and column C specific features / requirements of/for this application. Column D contains the originator of the proposal, currently mainly the report of the consultant. Columns E-I are intended to bring a cost/benefit ratio and realism into that list at a later point in time. It is suggested that as a first step the EC just collects all business requirements without necessarily stating “what is not possible” or “what is too expensive”. Only in a second step the EC Steering Group would suggest a way for prioritization of all requests contained in columns B and C, applying an agreed set of weighting parameters (see sheet 3). Using this approach, we would have a transparent decision-making process which would not just support any initial decision but could also guide future developments and enhancements of any system.
  3. Possible weighting parameters – as not all features are critical for the EG work. For illustration purposes, three of these parameters are inserted on sheet 2.

 

Through this communication you are kindly invited to:

  • Review the IT features (“wish list) worksheet and see if there are IT features that are missing there and would be useful for the EG. Please insert your replies in columns B/C of the sheet, using a different color (for easier identification), and insert your country name in column D.
  • Review the weighting parameters and suggest (if any) additional parameters that can be applied – here we are not asking for the specific weight of the parameters itself but are trying to only identify them.

 

As this is an IT task, it is expected the IEWG IT professionals expertise would be specifically relevant and it is therefore, our request to the IEWG IT experts to have a close look and provide with their feedback as well.
