The Egmont Biennial Census (EBC) Team is pleased to launch the 2019 EBC on the Egmont Secure Web (ESW).

As you know, every two years, the Egmont Group conducts a biennial census of its members to better understand the strengths and the needs of the membership. The purpose of the Biennial Census is to provide better support to the membership so that FIUs can engage in effective (high quality, comprehensive and timely) information exchange. The Biennial Census also allows the Heads of FIU through the support of the Egmont Committee, Egmont Regional Representatives and Secretariat, and the Working Groups to identify work to be completed in support of the Egmont Group Strategic Plan.

For your information, the 2019 EBC application has been updated in the following ways:

  • Where possible, questions are pre-populated with the data collected within the previous survey. FIUs are kindly requested to check any pre-populated data pulled from the previous EBC 2017 and make any updates/changes if applicable.
  • New questions have been inserted to ensure data capture on core membership criteria relating to FIU autonomy, independence, accountability, and operational and strategic analysis.
  • Additionally, in order to avoid mistakes when completing questions related to statistics on information requests, definitions from the Support and Compliance Procedure are be made available in the Quick Reference Guide and highlighted comments pop-up in the actual form so that the FIU members responsible for completing the questionnaire can access the definitions of the types of responses before providing their answers.

The EBC Sharing Codes are divided into 3 groups (or levels) of access, namely:

  • Public access – marked with code 1 (information that can be made available on Egmont public website and other public sources);
  • Restricted access – marked with codes 2a (information that can be made available upon request from international partner organizations and observers, without explicit permission of the relevant FIU) and 2b (technical assistance and training related reports that can be made available to the Egmont Group Donors and Providers Group via consultation with the Chair of the TATWG)
  • Confidential – marked with code 3 (the information is available to Egmont member FIUs only).

The classification of sharing codes is defined from wider to narrower access, meaning that parties having access to information with higher level of confidentiality would automatically have access to information with lower levels of confidentiality. Information on the coding system and codes assigned to individual answers can be found next to each question in the EBC 2019 in printed form as well as a pop-up.

In exceptional cases the answering FIU may choose NOT to share specific information (responses) under sharing codes 1, 2a and 2b outside the Egmont Group. The answering FIU shall indicate the reason of applying the opt-out clause.

In preparation for your EBC, please find attached the presentation from the recent 24th Egmont Group Plenary Operational Training Session: 2019 Egmont Biennial Census, which provides more details on the changes to the EBC this year. Please note: Once you submit your EBC online you will have the opportunity to review the Error Report. The report is a tool to assist in reducing the number of unanswered questions in the EBC. Each FIU is encouraged to reduce their number of errors down to zero, as much as possible.

An invaluable tool that will assist with the completion of the EBC is the Quick Reference Guide. Please take a moment to download it and review it before you begin. The Quick Reference Guide includes terms of reference, explanatory notes for certain questions, and a step-by-step guide on how to download and complete your EBC.

Please complete all of the questions in the 2019 Biennial Census by Saturday, November 30th, 2019.

As you know, submitting responses to all questions in the 2019 EBC is mandatory, with the exception of the questions which seek to obtain additional information under Any other information.

Once you have completed the survey and submitted it using the application, the FIU must compose an ESW secure e-mail addressed to the Egmont Secretariat’s main account (secretariat@egmont.org) listing all of the question number(s) that your FIU choose to opt-out and the respective reasons.
